| I just had the same problem. In my case the issue was the blower relay which is located on the back of the fuse block (the fuse block is located under the dash on the driver side). With the blower set to max, check if there is voltage between one of the two pins of the blower connector and ground/negative battery terminal. If there is no voltage, you may have the same problem. See HA section of the Service Manual for full description of the diagnostic procedure. To replace the relay, remove trim pieces on the left side of driver's footwell, disconnect a couple of electrical connections leading to the fuse block, and remove two screws holding it. Once this is done you will be able to tilt the fuse block and see a number of relays on the back - the one you need is the blue one (I believe its the first one from the edge of the fuse block).
